Public Sector Leaders Launch AI4Gov Guide Project

Public-sector AI experts have teamed up to create AI4Gov, a field guide and survey addressing how governments can move artificial intelligence projects beyond the pilot phase.

Public Sector Leaders Launch AI4Gov Guide Project

Public-sector artificial intelligence professionals are collaborating on a new initiative called the AI4Gov project. Designed as a practical field guide, the book aims to help practitioners transition artificial intelligence projects out of the initial experimental phase. The endeavor is led by Amarda Shehu, the inaugural vice president and chief AI officer at George Mason University, serving as managing editor. Rich Heimann, who is South Carolina’s first director of AI, and I-Sah Hsieh, deputy secretary for AI and policy with North Carolina’s Department of Information Technology, are acting as co-editors.

To gather relevant insights, a practitioner survey is currently open to individuals from both government and industry until the end of the year. Participants are asked to complete a 25-question survey focused on artificial intelligence governance, with optional follow-up modules available depending on their specific roles. All responses remain confidential and will be presented strictly in aggregate form to ensure the upcoming publication accurately reflects current public institution workflows.

Moving Past the Pilot Phase

While many public-sector organizations have openly discussed fixed policies and strategies, Heimann noted a distinct reluctance among some to address post-launch realities, such as continuous monitoring and operational demands. State governments increasingly face the challenge of moving tested use cases out of sandboxes and into full production.

According to Hsieh, one major barrier is that external vendors often struggle to meet established government safety protocols, despite claims to the contrary. Heimann described an ongoing asymmetry where artificial intelligence firms are still learning public-sector obligations, while traditional government technology vendors are simultaneously getting up to speed on artificial intelligence capabilities. Shehu highlighted that these diverse pockets of experience prompted the team to unite and provide clearer context for industry practitioners.

Furthermore, Heimann pointed out that artificial intelligence operations are shifting toward an environment that may soon resemble cybersecurity more closely than traditional IT. Because the technology is dynamic and rapidly evolving, many organizations struggle with staffing limitations. Shehu noted that numerous state agencies lack a dedicated chief AI officer or director of AI, leaving broader technology roles to absorb these complex duties. Consequently, many institutions misjudge the data maturity required to properly support these systems.

What it means for developers

For developers and industry vendors aiming to collaborate with public-sector clients, understanding these operational realities is crucial. Public agencies require robust safety procedures, continuous post-launch monitoring, and high data maturity. A Collaborative Public Future

Hsieh emphasized that public sector organizations are uniquely willing to share their lessons learned. The digital version of the AI4Gov book is scheduled for a free, open-access release in 2027. Heimann explained that making the publication open access is intended to spark broader industry conversations about the shared operational challenges that few practitioners currently discuss.
